Explaining the institution of the head of state, from a philosophical, polyetiological perspective, but also constitutional, refers to the correct understanding of the relation between the people and the state organization of the power. Thus, the people hold the national sovereignty, which is entrusted to representative organs, among which is the head of state. The people shall appoint its representatives, among which is the head of state, by universal, equal, direct, secret and freely expressed vote. In Romania, the head of state is represented by the president.
